Brian Bartsch
Hi, I’m Brian Bartsch, the founder and managing director of Tay Utilities Ltd. With over 40 years of hands-on experience in the utilities industry, I started this company to bring a more reliable, efficient, and quality-focused approach to the field.
I began my career in the water sector, working on everything from drainage and lead pipe renewals to mains repairs and civil excavation. As the industry evolved, I transitioned into fibre and telecoms infrastructure — and have spent the past several years specialising in underground PIA networks, fibre cabling, splicing, and MDU installations.
Based in Dundee and serving clients across Scotland, I lead a dedicated team that delivers high-quality work for major providers including Virgin Media, CityFibre, Hyperoptic, and Netomnia. We’re known for our attention to detail, strong work ethic, and ability to deliver projects safely and efficiently.
My background is boots-on-the-ground. I’ve worked in the trenches — literally — and that experience shapes the way we operate today. We’re a local business that takes pride in getting the job done right the first time, with a focus on safety, reliability, and long-term results.

Dylan Bartsch
I'm Dylan Bartsch, Splicing Director at Tay Utilities. After completing my studies in London, I began my career delivering underground fibre networks, with a focus on MDU connectivity through trenching, PIA, and cabling works. This hands-on experience laid the groundwork for our growth into full end-to-end fibre delivery.
As the company evolved, I specialised in fibre splicing, helping position Tay Utilities as a one-stop solution—from civils to final commissioning. Our team is skilled in fusion splicing, OTDR and iOLM testing, and fault diagnostics, ensuring networks are delivered to the highest standard.
With successful projects across CityFibre, Virgin Media, Netomnia and Hyperoptic, we’re trusted for our technical expertise, attention to detail, and ability to deliver with confidence and care.
Bradley Skelly
Hi, I’m Bradley Skelly and I look after all things splicing here at Tay Utilities. Over the years I’ve worked in a few different industries but fibre quickly became my main focus. It’s a big part of modern life and we take pride in helping connect homes and businesses across the country.
As our family business has grown I’ve focused on building my skills as a fibre engineer. We’ve become a one stop shop for everything in the fibre world and we’re always ready to adapt to whatever a project needs. Quality and reliability are at the heart of what we do.
We work with some of the biggest names in the industry including CityFibre, Virgin Media, Netomnia and Hyperoptic. Our goal is always the same. We want to deliver top quality work and make sure every job is finished on time.
Micky Irvine
I’m Micky Irvine, Utilities Project Manager at Tay Utilities. I manage the planning, coordination, and delivery of fibre and civils infrastructure projects across the UK.
With a solid background in underground network builds and multi-utility civils, I oversee full fibre rollouts, MDU connectivity, and all associated trenching, ducting, cable pulling, and reinstatement work. I work closely with field teams, clients, and local authorities to make sure every project is completed safely, efficiently, and to a high standard.
I take pride in leading experienced crews who deliver results — with quality, compliance, and safety at the core of everything we do.
